1. 动员;鼓动;召集；（人们）动员起来
    If you mobilize support or mobilize people to do something, you succeed in encouraging people to take action, especially political action. If people mobilize, they prepare to take action.

    e.g. The best hope is that we will mobilize international support and get down to action...
           最好的希望是我们能争取到国际上的支持，然后采取行动。
    e.g. The purpose of the journey is to mobilise public opinion on the controversial issue...
           此行的目的就是动员公众对这个备受争议的问题发表意见。

2. 调动，动用(资源)
    If you mobilize resources, you start to use them or make them available for use.

    e.g. If you could mobilize the resources, you could get it done.
           如果你能够调集资源，就可以把这件事做成。

3. (国家或军队)动员起来;动员(军队)
    If a country mobilizes, or mobilizes its armed forces, or if its armed forces mobilize, they are given orders to prepare for a conflict.

    e.g. Sudan even threatened to mobilize in response to the ultimatums...
           作为对最后通牒的回应，苏丹甚至威胁说要动员军队。
    e.g. India is now in a better position to mobilise its forces...
           印度现在更有条件动员军队了。
